You don't actually need a passport to go into Mexico. For example, you could use a passport card - and some states offer enhanced driver's licenses which are acceptable as well.

Rather than targeting a particular destination, you should just browse internet specials which feature destinations which you might like to visit. $1000 should be plenty for a short (week-long) holiday to somewhere in Latin America.

I've been to Cusco once before, but it was a very brief visit - acclimatizing for a couple days before the hike and probably less than a day afterwards. I liked what I saw - the food was quite good and the people were very nice. When you say you were there for a summer, how many months were you there? And what did you spend your time doing?
Thank you for your feedback. The 3-6 months limitation isn't for fear of getting bored. It is how much time I am personally allocating to study and work a low-level / low-paying job before I get my ass into gear and get a real job.
I have lived in far smaller towns that Arica with far more cultural diversity (Google Banlung) - and the lack of tourist attractions / places to spend money were not a factor. I'm not sure why you're assuming that I am seeking tourist attractions.

You don't have to ask - they just don't stamp it.
The other thing you should be wary of is stamps of the country that you're traveling via. For example, if you're traveling through Mexico, you will end up with a Mexican entry stamp when you enter from the US (unless you drive, I suppose) and then another Mexican entry stamp when you return from Cuba.
