The push to change the forest code comes from the agribusiness lobby. Basically the recent crackdown down on municipalities with high deforestation rates was so successful, farming and ranching interests want to get the laws changes.

Not direct carbon market impact, although perversely, if the forest requirement is reduced, it may create new opportunities for farmers to earn money for forest protection above and beyond whatever is required under the new law. Previously the requirement was 80% making it difficult for farmers and ranchers to qualify for carbon payments. If the new code pushes the bar to 50%, then anything above that might qualify for carbon payments.

The major NGOs which are using the logging crisis as a fund-raising opportunity need to do more to actually address the situation, including consumption (mentioned in the prior comment), acquiring and analyzing satellite data, works with law enforcement agencies on illegally logged timber (i.e. the Lacey Act and FLEGT), and working to form partnerships with technology providers. Google Earth has a strong interest in forests lately -- why not approach the Outreach program?

So far the only major NGOs who seem to be doing anything effective on any of these fronts are the Missouri Botanical Garden and EIA/Global Witness. They should be applauded.

The government of Madagascar is essentially hapless at this point, so efforts need to also focus on the international drivers of this mess (beyond the political meddling by other countries, of course): the involvement of French shipping companies in the trafficking and rosewood consumption in Europe and the United States.

Soy is not the dominant driver of deforestation in the Amazon these days. It was a big driver in the southern Amazon (Mato Grosso) until a soy moratorium was signed by the largest soy crushers in 2006. The cattle industry is now looking to the soy moratorium as a model for reducing its role in deforestation.
