Hi, I can't recommend you any places in particular as I don't know Prague that well. However, you could tell your friend to contact some locals via couchsurfing site. I bet she will have no problem finding someone willing to give her a tour around Prague.

Nice, although I don't like the logo very much, especially how RE is slightly higher than the rest. Here's my attempt at fixing it.

You could also add some fancy hover effects, for example try adding -webkit-transition: all .2s linear to your menu, it makes cool sliding effect.

You could try folyo.me. It's service that lets you address your offer to many designers at once. You have to pay 100$ fee if your offer gets accepted. You can avoid this fee by addressing each designer individually as they have all the contact info available on the site...

I'd wait with learning html5 and css3, instead practice what you already know and expand it a little.

Lynda.com is a great resource. I haven't watched any of the new css courses, so I can't recommend you one. There's plenty of material, so take a look and decide yourself. However, I recently came across this course by nettuts, which seems to be good, so you might try that too. You could also take a look at Web Design Fundamentals course at lynda.com to broaden your knowledge a little.

After that you can try one of these "design and code a complete site from start to finish" tutorials - e.g. this one or this one. You can do only the coding part only, if you're not interested in the designing part.

Then you can move on to either learning phtoshop or javascript/jquery. As for phtoshop, there's plenty of material on lynda.com, but most of it is focused on photomanipulation, not webdesign.
For javascript I recommend lynda's javascript essential course, which is pretty good and also their jquery essential training. Another great resource for jQuery is jQuery Air: First Flight by codeschool. You can also take a look at codeacademy, which provides basic intro to javascipt, but not as good as lynda or codeschool in my opinion.

Check out livemocha's czech course. There's also great community of people willing to help you with whatever you want. You can find a language exchange buddy and skype with each other once you get the basics...
