Yes, but a <18 class will get destroyed in a gold match since your powers/fitness aren't leveled enough. You'll be kicked with a low level class no matter your N7 level.

If you're a phenomenal player, maybe you'll be accepted with a 14 level, but anything less than 18 is usually frowned upon.

I just had this happen to me today. I'm trying to follow the advice made by a friend, however - set penalties for yourself when this happens. My penalty for the day is that I need to do more than I intended to do this morning tonight (so a run + lifting).

Eventually, this should set an internal Pavlovian scheme in your head. That's the hope, at least.
