Hang out at the ar15.com Equipment Exchange for a bit. If you are willing to compromise on style and brand, you can find some really great deals there. Usually the longer barrel A2 uppers go for a steal as most people want the shorter M4ish upper look.

I sourced all but the lower from ar15.com Equipment Exchange. If you are not in a hurry, and willing to compromise a little bit, you can find some great deals. I built an A2 clone in a very similar manner for around the same money. Add about another $100 if you go with a standard lower.
I have read about two failures and both were a result of operator error. One person had a full length buffer in a collapsable stock. I think the other issue had to do with a bad gas tube setup. In the end, the lower has a lifetime warranty, so it will be replaced if there is a problem.
Not yet, though it feels light for a standard profile barrel. I will see what I can do to weigh it soon.

cheap --> inexpensive
So far I have only dry fired it without the upper so I could catch the hammer. Though heavier than my RRA two stage, it is very crisp, much better than you would expect it to be. It was so cheap that worst case I will use it for a dedicated .22 build if it does not work out on this setup.

You know, now that you say Immigration, you have sparked a bit of my memory from about 20 years ago. I think I was mistaken is saying Customs when I really should have said Immigration. Either way, your's is even cooler with the personal connection.
I picked this up in Columbus GA back when I was stationed at Ft. Benning. I think I paid around $250 for it and was told it was originally a US Customs issue. The dealer I purchased it from said he had purchased a lot at an auction and had several that others in stock. I now wish I had picked up at least one more...like nobody has thought that before.
