It could well be a mislabeled picture. I did search around for a better description and found the photograph on several sites labelled with a similar description and set of associated photographs from the liberation of Sevastopol. I assume they are originally from a picture collection or archive set. Perhaps the original title has been mistranslated.

If anyone can find a source that contradicts the title I'll remove the link and repost with a corrected title.

This video from British Pathe news shows the United Nations Day Parade 1943. The term 'United Nations' was first officially used on 1 January 1942, when 26 governments signed the Atlantic Charter, pledging to continue the war effort. The UN as we know it today was ratified on 24 October 1945.
