Funes is also trying to give the Salvadorian military powers, to once again run as the police force. Having a militarized police force was an issue that led to the Salvadorian Civil War. Death squads, and a regime upheld by military force created the factors that led to a civil war. Separating the military from the police force was in the fucking peace accords for Christ sake!
