I definitely consider that demographic, I just consider it to be impossibly small. They are the exception to the norm, in which most people their age choose not to participate in the electoral process. Therefore it is reasonable to conclude that the small percent of young people who do vote and are politically active are intensely so.

My bet is that this is all media hype. Going on the patterns of youth voting (in this case, that they rarely vote at all), it's unlikely that a young person who would normally care enough to vote would be kept home from the polls by any videogame release.
