If Sasuke was a pokemon, Madara is trying to level him up. So that he can teach Sasuke Pain's Summoning Technique, Gedo Mazo. But before that, he has to teach Sasuke... to obey him.

Madara needs a Sharigan, M Sharigan and a rinnegan to make the Juubi from Gedo mazo.
