I am glad there are people like you. I may not agree with all of your philosophy, but I think it is very important for India to have people and parties with differing views to build a healthy democracy. Despite all the noise, there is very little to differentiate congress and the BJP on policy matters and the communists play a very important role in offering an alternative.

There have been allegations that census reports / voting lists are used during riots to organise and target groups. It could be one of the reasons for the reluctance.

With a total of just 35 million Income Tax assesses (Individuals and SME's combined), how do you even start to identify the creamy layer?

Only 4% Indians file their tax assessment and actual tax payers may be even less, this is why reservation based on economic status will not lead to a better result.

In r/India you mean? I for one, don't believe this is the right solution. Best case, the bill will have very little overall impact and worst case, it will paralyse governance and overload our judicial system.

What is the definition of corruption according to the Jan lok pal bill? How does it differentiate between policy decisions, honest mistakes due to bad judgement, general incompetence and actions taken for monetary gains?

Do you need to have gained something for it to be termed as corruption? What if a politician or a bureaucrat uses their discretionary power to favour someone from their own region/ caste / religion / taste in music?

Most of these questions will need a lot of judicial expertise to address and I don't trust over zealous activists to act rationally and objectively when they are operating on the assumption that everyone is corrupt.
