It's a game glitch. I think she's supposed to be unkillable until you get her the quest item she wants, but the game never really turns it off. So she'll murder until she can't murder anymore, and then wait and murder more.

I went with the stormcloaks. It does push you that way, especially if you're a Nord.

But to me, they're a better shot for a unified front against the dominion. A simple change in leadership, though either outright force (from the dragonborn) or through assassination from the leader of a rather unsavory band of assassins.

It seems most common Nords don't harbor the deep racism that Ulfric does, so chop off the head after bolstering skyrim by ending the war. Take over new leadership. It could even be Elisif in Solitude in charge, to maintain political ties as before.

It's not that the hospital wants to bill you the "MSRP" so to speak - it's that they must bill you the MSRP. It's all bullshit, but law dictates that costs must be billed equally for insured vs uninsured (because insurance companies wouldn't want to get dicked, it's bad for the bottom line).

The sad irony being that the insured vs uninsured dichotomy is very responsible for things being this out of hand in the first place. The more people don't pay, the more the hospital bills more for the same care. Bills go up for insured and uninsured alike, but the uninsured are even LESS able to pay than before. This continues on and on and on. That's why aspirin is 30 dollars...

It's a sad situation. And I can't even think of a way to fix it without the whole thing essentially collapsing.
