Second, I dont see any reason why they dont use Arabic and not English in their official paperwork, all the other countries in the world do it, try finding an official governmental paper in Germany written in English (or any other non-English speaking country).

This is very misleading.

Many many countries use English as a de facto official language with communication and documentation done simultaneously in the dominant indigenous language and English.

In some countries, its French (typically West African nations) but many many former British colonies or proxy states have things in English.
