Some places are different. In Florida, since there is no income tax, property taxes and sales taxes account for a majority of tax revenue. In the midwest, there are pretty large income taxes which may account for the largest chunk of the tax revenue pie.

Ideally though, education is a social service that higher income earners would be securing for the poor so that they wouldn't have to pay for it themselves. That was one of the basic goals of the progressive movement 100 years ago.

47% of households do not pay Federal income taxes [1] and about 10% of households pay no net Federal Taxes whatsoever [2]. Their contribution might be in the form of State or municipal taxes (which don't exist in all states/cities) or through local sales taxes. The poor contribute minimally to funding public education.

EDIT: I have some more fact finding to do. The proportions of public education funding are 47% state, 44% local, 10% federal [3] so the amount paid by those under the poverty line depend greatly on the tax structure where they live.

EDIT 2: I can't find any good comprehensive state and local studies on education funded by taxes from the poor. I'll have to concede the point until I can find more proof. Theoretically you would expect the poor to contribute less to education because they pay less in taxes but I can't find the appropriate statistics to prove that.

anyone opting for private schools will essentially have to pay twice for education. Once through taxes for public schools and again to the private school.

The poor pay very little to no taxes so they pay for it 0 times.

Downsizing public schools will punish those on the margains of society the most. Poor and rural families will not have the same education opportunities as wealthy families. The more we privatize schools, the greater the disparity will grow.

That said, when I have kids I will probably send them to the best school available even if it's not a public school.

Actually it appears as though he has gotten arrested again last night [link]. He was arrested because there was a warrant related to his previous infraction. It looks like he was released and the warrant was attributed to a clerical error or something.
