I am in the north. The shadow economy is way stronger in the south, but it is largely present in the north as well.

In Spain, if you have a legal job it's impossible to evade taxes.

You can have a legal job and be partly paid legally (by bank), and partly illegally (cash). That's quite common in some industries.

And what do you do with that cash? Pay others the same way. Thus a parallel black economy develops.

in Italy higher taxes and less jobs are, in my opinion, making the black market grow, despite the tighter controls. Overall, however, work and money are scarce.
