If your mother has an addiction or other real disease - she may be deamed disabled. Contact the Social Security Assn - and YOU may be entitled to SS child support payments, once you are 18 - any back payments due will be paid directly to you. If you are paying her debts - the court may pay some of those bills, or reimburse you for those debts out of money that would normally be her disability payments.
