Probably because:

a) he wants to do something a bit different (perhaps for a private site?)

b) it is some weird as tiny niche that even reddit doesn't cover it yet.... :-o

Why not already use what WordPress has bult in?

Allow people to register, then you can check the submissions there as drafts before publishing it.

And alternatively for just one off submissions use a contact page (either "Contact Form 7" or "Fast Secure Contact Form").

You could try doing it yourself for free?

As if you go with WordPress it is very easy. As you want to get a CMS, makes life an awful lot easier for you to update and move around content.

Additionally all decent CMSs these days have plenty of add ons in the form of plugins that add functionality and ready made themes which make it pretty.

WordPress is the biggest of them all, and thus has a thriving ecosystem and community. (easy easy to hunt down answers on google, it has probably been asked a million times before)

Additionally WordPress is FREE, and it is so popular many many hosting companies offer it as a one click install. Which makes it super easy to get going with (alternatively, do what I do and download it from the source: http://codex.wordpress.org/Installing_WordPress#Famous_5-Minute_Install ).

Alternatively for the super super super super easy option (but they'll charge you a bit to use your own domain, and they don't give you quite as much freedom to mess around an modify your site as doing it yourself would) use http://en.wordpress.com/business/

Alternatively, for something like the residents for a place to post up stuff, perhaps a forum? Such as phpbb (http://www.phpbb.com/) or WordPress with the bbPress extension would look very nice and do the same (and more).

The answer is undoubtedly going with WordPress. (IMHO)

I just thought I'd leave an update and say I'm now using your recommendation! Thank you very very much :-) (the Lego one is ultra cool! Says this "boy" who grew up on a steady diet of Lego, and yes by diet I mean sometimes the Lego blocks got actually ingested!)

Although it doesn't (hmm... although I could be wrong, perhaps as you suggested with your own style sheet and excluding a bunch of pages that get linked to from the home then it would get 50% of the way to what I want) do what I asked for in the original question of having multiple pages along with any theme I like (which is different to the one I'm developing and viewing while logged in as Admin), for the purpose of having one single page to let visitors know what is going on it is much superior to UnderConstruction.

Thanks for the advice, I've gone with a shared hosting account which I really trust to be good (and looking into use of a CDN to help offload some of the demand).

If need be I'll upgrade to something else in the future :-)

I'm told Mediatemple is one of the most expensive out there, so I'm sure there is better value to be found elsewhere....

Anyway, thanks for the suggestion but I'm really NOT looking for any particular names of hosting companies. Instead I'm wondering what is the general answer to my question? (VPS vs Shared Hosting, & also what level of VPS??) So I understand the logic behind it perhaps, and can more generally apply it to a range of situations.

Now I read over my original post I think I should've clarified my question just a little more, so here goes the addition: it is fairly straightforward the appropriate version of PHP & MySQL etc they need. What isn't clear is the "hardware" which is required. So is the slither of hardware capacity in a shared hosting account ok, or if a VPS is required what is the appropriate amount of RAM etc which is needed & should be requested from the hosting company?
