As noted in one of the other posts:

"These are not secret ballots. The votes of the members are recorded, and the members and their constituents can view them anytime they want.

If someone casts the wrong vote on behalf of an absent legislator, that legislator then claims that he accidentally pushed the wrong button and has his vote reversed. That's why this was such a non-story when it first broke back in 2007.

By the way, if you want to know how this controversy turned out, the legislators had to stop voting on behalf of absent members because the practice is in direct violation of Texas law. However, no legislators were disciplined because nobody complained that their votes had been fraudulently cast."

Good ole Robert. Grew up in the area, an got to know him on a personal level. City used to hassle him about being on the island selling flowers, so a group of local lawyers got together and fought the good fight for him. They won.

He was a huge fan of motocross, and enjoyed directing traffic. Incredibly nice guy doing what he loved.
