If I were to take the Reddit source code and roll my own site, I'd create a more sophisticated algorithm for handling votes.

Part of it would involve tracking a user's vote activity, including votes they receive, and using that to determine whether someone has the privilege to downvote, that privilege determine in part by strikes associated with their account (assuming people don't report them as I'm about to describe).

Assuming they do, a downvote function would then be enabled, but regardless they'd be required to leave some non-bullshit reason for it. Then I personally would review any reports for such reasons, and those who clearly troll with random characters or passages from the Bible or other bullshit will be banned outright. I'd also engage a sophisticated algorithm to identify them in case they try to roll a new account and ban that too, at some random point in the future.
