I have a question about wizard spell damage, the damage done by the "200% weapon damage" spells, does that come from my overall DPS or does it come from the actually "per hit" damage of the weapon?

Same, the only thing preventing me from playing is them taking down perfectly functional servers for seemingly no reason.

I think that's do-able (or a wiki). One condition I will add is that the information needs to have links to the original sources as well as the date that the information was obtained (so that no outdated information is present).

I think that's only required for people who buy the boxed copy. You should already have Diablo 3 bound to your Blizzard account.

In urban areas, the goal seems to be about the same as yours "< 8 minutes in 80% of the cases". In practice I'm pretty sure they don't succeed, but that's a lot due to manpower shortage.

One article (French) says that they tried out a pilot project in 2007-2010 in some areas where the ambulances would patrol like in your city. Apparently this change (plus some others) reduced response time by 3 minutes on average. The article doesn't say how widespread this test was or if it was ever implemented province-wide.

So how well did the six-month pilot work out? Did they keep it permanently? I'm a little skeptical of them being able to correctly diagnose the severity of medical problems over the telephone, but if it works it's good to know there are alternate solutions.

Oh, that's interesting. I'm 90% sure they don't do that here, the only time I've ever seen an ambulance in my area is when it's moving at full speed, sirens blaring, and running every red light.

"Inappropriate" calls from people with sore throats and stubbed toes are endangering lives, says London Ambulance Service (LAS).

But then the ambulance is half-way across town, arguing with someone over whether or not they really deserve an ambulance ride. Meanwhile on the other side of town a real emergency happens...

What if they make a mistake? Can you image the fallout from an ambulance refusing to carry a legitimate patient?

I think charging a small fee to avoid false alarms is a very elegant solution to a complex problem. $50-$500 to literally save your life is a very small price to pay.
