You need a divine weapon to kill the skeletons permanently, or find the necromancer that revives them and kill him. The necromancers stay dead even after resting at a bonfire. You could get a divine weapon and do the Catacombs, but that would be a pretty tough row to hoe at your level. My recommendation would be to tackle the Lower Undead Burg next, and then the Depths. You can access the Lower Undead Burg by going back to the area where you first encountered Solaire and going into the door that's directly across from the door you exited after defeating the Taurus Demon.

Try wandering around the undead burg area seeing if new things opened up, feel free to push the boundaries of the level.

You will be going down...

when you find the doggies your in the right place.

My suggestion would be that you want nothing to do with the skeletons or the Catacombs at this stage of the game. The stairs that the previous poster refers to (at Firelink Shrine) lead to an area that you also want nothing to do with until later in the game. The best suggestion is the first poster's that you head to the Lower Undead Burg. Another way to describe that staircase would be that it is in the tower across the bridge from the large red dragon.

Theres another door that leads down from the bridge with the dragon. But its locked.

Yeah i saw that bastard on my way there, he's too fucking hard to beat, it's not fun being neaten to death with a giant dildo

You can run past that dragon if you're good. You can squeeze by on the right side.

But you have to hack his tail off first. Doing so opens a nice shortcut to the area where you first encounter a boar.

I got past him, it's the rock knight

That's the door just after the dark knight and before the Taurus Demon. There's another door directly after the Taurus demon, opposite the door you exit when stepping onto the bridge where the big red dragon is. This door will get you to the Lower Undead Burg. You know it's the right door if you have a long-ish drop and a ladder, not stairs.

Truthfully the catacombs arn't too difficult with a divine weapon. All the items, amount of souls and trap damage you receive makes me think that the catacombs are fairly early but Tomb of the Giant is for later on. I'd say this is the place to go after quelaag but before sens. If you raise your faith to 14 you can just grab astoras straight sword and blow through most enemies without much trouble.

Look for locked doors.

You may have also missed entirely the stairs leading down from the Firelink Shrine, near the bonfire, directly behind where you start. I did for the longest time.

Hopefully I'm not too late.

Don't spend any souls. Go to the blacksmith near the undead parish and buy the crest (it's a key to the heart of the forest)

With a little patience and skill you can kill the titanate miniboss on the stairs below... advance that path and you will eventually reach the Darkroot basin/gardens/forest.

Why? You can get the Havel's ring that allows you to equip a lot more and the ninja flip ring

Trust me, it's the easiest way to go on further.

No, you can't, in regards to mobility. <25% with havels or <50% with DWGR...
