naw dont freak out, i lived in kenya and i've been to uganda, its ok, is she in Kampala? just tell her not to do obvious stupid stuff, like wander around alone at night, which is true for most places. Avoid wearing watches and jewellery, anything to tempt a petty thief. Also i think CelTel is the carrier there, and would use a GSM band phone

A ridiculous amount of people in Uganda have pay as you go cell phones. When I was there I had an Nokia phone that had MTN pay as go SIM card. MTN is a very common network provider. You can buy a phone here and get a SIM card there or just buy a phone over there. I know MTN had some problems when i would call verizon but other providers would work fine. My friend who was on ATT worked fine. Texting worked for all providers if I remember.
